Children can only be safeguarded properly if the key agencies work effectively together. Local Safeguarding Children Boards (LSCBs) are designed to help ensure that this happens. They will put the current Area Child Protection Committees (ACPCs) on a statutory footing.
The core membership of LSCBs is set out in the Children Act 2004, and includes local authorities, health bodies, the police and others. The objective of LSCBs is to coordinate and to ensure the effectiveness of their member agencies in safeguarding and promoting the welfare of children living in their area.

Section 11 Compliance:
Improving the way key people and bodies safeguard and promote the welfare of children is crucial to improving outcomes for children. Section 11 of the Children Act 2004 therefore, places a duty on key persons and bodies to make arrangements to ensure that in discharging their functions, they have regard to the need to safeguard and promote the welfare of children.
Where private or voluntary organisations are grant funded, users of Local Authority premises or commissioned to provide services on behalf of the Local Authority, Connextions or the NHS, the agreement under which the arrangements are made will require that the private or voluntary organisation undertake a Section 11 Audit to demonstrate that they are compliant or identify any further actions required.
In order to help agencies to monitor how compliant they are with Section 11 arrangements, the LSCB has distributed a self-evaluation tool to all agencies engaged in delivering services or support to children and families.
